Commercial development works to programmes. Land is acquired, designs are prepared, surveys are commissioned, planning applications are assembled, and contractors are booked. Ecology sits within that same programme, but it has one important difference: some of the evidence can only be gathered reliably at certain times of year.
This does not mean that every ecological survey ends in winter or that every project requires a full year of fieldwork. Many useful tasks can be completed throughout the year. A desk study, ecological constraints review, site walkover, preliminary habitat assessment, building inspection, or a review of a proposed layout can often begin as soon as access and project information are available. The seasonal issue arises when the decision-maker needs evidence on a feature that is difficult to detect outside a particular biological period.
For example, a grassland may look uniformly short and species-poor in January, yet show a diverse flora in June. A building can be checked for features suitable for bats during the day in winter, but an emergence survey depends on bats being active and on suitable night-time weather. A field that appears quiet in summer may support an important flock of geese or waders in winter. A pond that contains no visible amphibians in August may be used for breeding in spring.
The purpose of seasonal planning is therefore not to cause delay. It is to obtain evidence that is sufficiently robust for design, impact assessment, planning, and, where necessary, licensing. Good survey planning also prevents unnecessary work. When the project and site are considered early, an ecologist can focus effort on the habitats and species that could realistically be affected.
This guide explains how the commercial ecological year usually unfolds across the Republic of Ireland and Northern Ireland. The periods described are indicative. The correct timing for any project depends on location, altitude, weather, habitat, species ecology, the survey method, the nature of the proposed works and the requirements of the relevant authority or licence.
There is no single ecological survey season
People often refer to “the ecology season” as if it were a single continuous period from spring to autumn. In practice, commercial ecology comprises a series of overlapping windows.
Some work is genuinely year-round. Desk studies, consultations, constraints mapping and many preliminary site inspections can be undertaken in any month. Surveys for signs of badgers or otters can often be completed throughout the year, provided conditions are suitable. Buildings and trees can be assessed for bat roost potential in winter, and leafless conditions can make some tree features easier to see.
Other work is closely tied to activity or growth. Botanical identification is generally strongest when plants are flowering or otherwise readily identifiable. Bat emergence and activity surveys require bats to be active. Breeding bird surveys must coincide with territorial and nesting behaviour. Wintering bird surveys must cover the period when migratory birds are present. Amphibian surveys focus on breeding ponds in spring. Some invertebrates are detectable as adults for only a short period, while others are most reliably found as larvae later in the year.
Weather is just as important as the calendar. A date may fall within an accepted survey window but still be unsuitable because it is cold, wet or windy. Floods can remove otter signs and make a river unsafe to inspect. Drought can alter aquatic conditions. Strong wind and rain reduce bird detectability. Bat surveys conducted under poor night-time conditions may not yield reliable evidence. Reptiles and butterflies need appropriate temperatures and sunshine.
There is also a distinction between a survey window and a legal works restriction. In the Republic of Ireland, section 40 of the Wildlife Act 1976, as amended, generally restricts the cutting, grubbing, burning or destruction of vegetation in hedges, ditches and uncultivated land from 1 March to 31 August, subject to statutory exceptions. That period is highly relevant to project programming, but it is not a universal definition of when all birds nest, nor is it the timing rule for every ecological survey. Active birds, nests and eggs remain protected under the applicable legislation, and some birds may nest outside the dates commonly used for programme planning.
The commercial question is therefore not, “Can ecology be done now?” It is, “What ecological information can be gathered reliably now, and what additional evidence might be needed later?”
January and February: scoping, visibility and winter evidence
The start of the year is a valuable period for ecological work. It is often an excellent time to review a project before design decisions become fixed. An ecologist can examine the red-line boundary, proposed access, demolition or felling requirements, drainage concept, lighting approach and likely zone of influence. A desk study can identify designated sites, records of known protected species, water connections and sensitive habitats that may affect the survey scope.
A winter walkover can also be informative. With less foliage, field boundaries, banks, drains, tree cavities, cracks, loose bark and building access points may be easier to inspect. Tracks, paths, setts, holts, scat, and other evidence of mammals can be conspicuous. Badger surveys are possible year-round, and winter or early spring can offer good visibility before vegetation becomes dense. Otter surveys can also be undertaken year-round, although heavy rain and high flows may wash away spraints and footprints or make access unsafe.
Winter is the appropriate season for projects that may affect wintering birds. Wetlands, estuaries, lakes, coastal habitats, floodplains, agricultural fields and some urban or industrial sites may be used by migratory or overwintering birds. A single visit rarely describes this use adequately. Depending on the project, repeat counts may be required throughout the season and across different tidal states, times of day, or weather conditions. In Ireland, the standard national winter waterbird monitoring window extends from September to March, but development survey design must be tailored to the site and likely effects.
Bat work does not disappear in winter. A preliminary roost assessment of accessible buildings or trees may be possible, and leaf-off conditions can assist a visual tree inspection. Specialist hibernation assessment may also be relevant at underground sites, bridges, tunnels, cellars or other suitable structures. However, a winter inspection cannot normally replace summer evidence where a proposal could affect a bat roost and emergence surveys are needed. It may instead establish the risk category and allow the active-season survey programme to be booked.
The main limitation of winter is vegetation. A preliminary habitat map may still be prepared, particularly on straightforward sites, but many plant species are absent, dormant or difficult to identify. If important grassland, wetland, woodland ground flora, protected plants or invasive species could influence the assessment, a return visit during the appropriate growing or flowering period may be necessary. A responsible report should record that limitation rather than imply that a winter visit proved botanical absence.
March and April: the field season gathers pace
By March, several biological windows begin to open. Early-flowering plants appear, amphibians move to breeding ponds, reptiles become active in suitable weather, and many resident birds begin territorial or nesting behaviour. This period often marks the point at which a preliminary appraisal moves from the identification of broad constraints to targeted surveying.
Habitat surveys become progressively more informative as vegetation develops. Early spring can be important for woodland ground flora and other species that flower before the tree canopy closes. A survey programme designed solely around midsummer could miss these early indicators, so the ecologist should consider the habitat rather than applying a single month to every site.
Breeding bird work also becomes relevant. For general countryside birds, structured survey visits are commonly concentrated between April and June, when singing, territorial activity and breeding behaviour are easier to detect. Specific species, habitats and development types may require earlier, later or more intensive work. Upland waders, raptors, barn owls, seabirds and birds associated with buildings each require an approach suited to their ecology and the proposed impact.
The familiar March to August period is useful when planning vegetation clearance because it covers much of the main nesting season. It must not be treated as a guarantee that clearance is automatically safe on 1 September or that all work is impossible on 1 March. The legal position concerns protected birds and active nests, while any practical pre-clearance inspection must reflect the vegetation, species, and works. Where clearance during the main nesting period cannot be avoided, project teams should obtain project-specific ecological advice well in advance. A last-minute nest check cannot always make a large or complex clearance operation acceptable.
Amphibian surveys are particularly seasonal. Common frogs may spawn early in the year, with timing influenced by local weather and altitude. Smooth newts return to ponds in spring. In Northern Ireland, NIEA’s published specification states that newt surveys can only be carried out from mid-March to mid-June and that licensed survey methods must follow its requirements. In the Republic of Ireland, the method and timing should similarly be selected by a competent ecologist with regard to the species, site and accepted guidance. Natterjack toad work is a specialist requirement in its limited range and should be scoped directly with the relevant expertise.
Common lizard surveys in Northern Ireland can run from March to October, with April to May and September generally identified by NIEA as the strongest periods. Survey success still depends on temperature, wind, rain, time of day and the placement of artificial refuges in advance. That lead-in time is easy to miss in a construction programme. It is not enough to request a lizard survey on the day the information is required.
March and April are also useful months for installing remote cameras, footprint tunnels or artificial refuges where the selected method requires an extended deployment. These methods often need several weeks in the field. Early installation can allow results to inform design before summer deadlines.
May and June: peak demand and strong detectability
May and June are among the busiest months in commercial ecology because several key survey windows overlap. Vegetation is developing rapidly; many plants are identifiable; birds are breeding; bats are active; and a wide range of invertebrates can be recorded. This is also when weather delays, access problems and late instructions can place the greatest pressure on project programmes.
For habitats and flora, late spring and early summer usually provide far stronger evidence than winter. Grassland composition, wetland indicators, woodland structure and hedgerow diversity can be described with more confidence. Detailed surveys for particular habitat types may require quadrats, condition assessment or National Vegetation Classification in Northern Ireland. In the Republic of Ireland, habitat description commonly follows the Fossitt classification, with additional methods used where Annex I habitat, protected flora or other important vegetation may be present.
Not every botanical survey belongs in June. Early-flowering species may already be less conspicuous, while some late-summer plants will not yet be evident. Complex or potentially important sites may therefore need more than one botanical visit. The key is to match the fieldwork to the ecological question. A basic appraisal of a heavily modified urban site does not require the same effort as assessing species-rich grassland, peatland, woodland, dune, or wetland habitats.
May also marks the normal opening of the main bat presence or likely-absence survey season. Current Bat Conservation Trust guidance defines May to September as the principal window for bat roost presence or likely-absence surveys, with survey design based on the feature, roost potential, location and likely impact. Core summer surveys are particularly important where a maternity roost could be present. Suitable temperature, low wind and limited rain are essential, and repeat visits may need to be spaced across the season.
A daytime building or tree inspection and a bat emergence survey answer different questions. The daytime assessment identifies features, evidence and roost potential. The emergence survey watches bats leaving a particular structure or tree and now commonly uses night-vision aids to improve observation. In Northern Ireland, NIEA’s February 2026 specification expressly requires work to follow the fourth edition of the Bat Conservation Trust guidance and highlights the increased role of night-vision technology. In the Republic of Ireland, NPWS Bat Mitigation Guidelines and current professional good practice should be considered alongside the project circumstances.
Clients should also allow for survey preparation. The ecologist may need access to all sides of a building, safe viewing positions, enough surveyors to cover potential exits, acoustic detectors and night-vision equipment. Trees can require climbing inspection or specialist access. If an inspection or method could disturb bats, a survey licence may be required. These practical steps can affect availability and cost, especially during the short, high-demand summer season.
Breeding bird surveys are also at their most productive. Early-morning visits can identify territories through songs, displays, alarm calls, nest activity, and adult behaviour. Repeat visits help distinguish birds that are merely passing through from those that use the site for breeding. A survey of a small urban plot will differ greatly from work for a wind farm, power line, quarry, road scheme or coastal development. Large infrastructure and renewable-energy projects may require vantage-point work, species-specific methods or data collected over more than one year.
This overlap explains why early commissioning matters. If a preliminary visit in late June identifies the need for several bat surveys, breeding bird visits, and detailed flora work, it may not be possible to complete all elements adequately before the relevant window closes. The result can be an avoidable delay to design or planning submission.
July and August: valuable survey time, with important caveats
High summer remains a productive period, but the best use of it depends on the survey objective. Many habitats and later-flowering plants can be assessed effectively. Aquatic and riparian work may benefit from safer, lower water levels, although drought can also create atypical conditions. Bats remain active; juveniles become volant, and the use of commuting routes, foraging habitat, and roosts can be examined in suitable weather conditions.
July and August can be central to bat activity surveys and later emergence visits. They may also reveal different seasonal roost use compared with May or June. Survey results should not be interpreted as a simple yes-or-no test. Bats can change roosts; trees can support a roost resource rather than a single permanently occupied cavity; and different species respond differently to light, landscape connectivity and weather. The surveyor’s task is to assess the evidence in the context of the proposal.
The breeding bird season continues for many species. Some birds are feeding young, some are starting second broods, and others have recently fledged. Dense foliage can make direct observation harder, even when birds are active. Vegetation clearance therefore still carries a significant nest risk. In the Republic of Ireland, the general section 40 restriction continues until the end of August, subject to its legal exceptions. In Northern Ireland, legal protection under the Wildlife (Northern Ireland) Order 1985 applies to wild birds, their nests and eggs, and planning or land-management conditions may also set clear timing controls.
Summer is also important for invertebrates. Adult butterflies, dragonflies and other insects may be surveyed during warm, dry, relatively calm conditions. The exact flight period can vary from year to year. A cold spring may delay emergence, while drought can shorten the period during which adults or food plants are detectable. Surveying only by calendar date, without regard to actual conditions, risks weak evidence.
Marsh fritillary illustrates why a single species can require two distinct seasonal methods. In suitable habitat containing devil’s-bit scabious, adult butterflies may be searched for in warm weather from May to July. Later, typically from late August into early October, larval-web surveys provide stronger evidence of breeding locations. NIEA’s Northern Ireland specification recommends combining adult and larval-web work where suitable habitat could be affected. Similar ecological logic applies in the Republic of Ireland, with the precise method agreed for the site.
Invasive plant surveys are often most reliable in the growing season. Japanese knotweed, giant hogweed, Himalayan balsam and other invasive plants can be easier to map when actively growing or flowering. Some remain identifiable from winter stems or persistent features, but an off-season visit may under-record their extent. Early identification is commercially important because invasive species can affect earthworks, soil movement, waste classification, treatment programmes and site logistics.
September and October: transition, winter arrivals and second opportunities
Autumn is not the end of ecological survey work. It is a transition between summer activity and winter evidence, offering important windows of its own.
September remains within the main bat presence or likely-absence season. It may be useful for detecting transitional or mating roosts, but shorter evenings and changing weather can reduce the number of suitable nights. A project first scoped in September may have very limited flexibility if several visits are needed. Some specialised roost-characterisation work can extend into April or October when justified, but that does not make October a general substitute for a missed summer programme.
Reptile surveys can be effective in September as temperatures moderate. In Northern Ireland, this is one of the periods identified as particularly suitable for common lizard surveys. Artificial refuges still require appropriate placement and lead-in time, and visits must be undertaken in suitable weather.
Late August, September and early October are usually the strongest period for marsh fritillary larval-web surveys. Habitat condition can also be assessed while devil’s-bit scabious remains identifiable. This combination can be decisive where wet grassland, bog, heath or dune habitat is affected.
Autumn is also when wintering and passage bird activity begins to build. Coastal sites, estuaries, wetlands, fields and waterbodies may require the first of a series of counts. A survey programme that starts in December may miss autumn passage and early-season use. The need for a full season depends on the site, species and likely impact, but it should be decided before the birds arrive, not after part of the season has passed.
Botanical survey quality generally begins to decline as plants finish flowering, vegetation is cut or grazed, and leaves die back. Some habitats and invasive plants remain readily identifiable, and autumn can be useful for fungi where relevant, but a late visit may need to be reported with clear limitations noted. It can still be an excellent time for a broad appraisal that sets up targeted spring work.
Mammal surveys continue. Otter signs may be visible along waterways when flows are stable. Badger activity, tracks and sett use can be assessed, and remote cameras can help clarify uncertain evidence. Pine marten walkovers and camera surveys can be undertaken in suitable habitats. NIEA notes that pine marten surveys can generally be conducted year-round, with May to September preferred, and that internal den inspections are subject to licensing and specific timeframes.
November and December: review, renewal and construction planning
Late autumn and winter mark the return to baseline review and visibility in the ecological year. Trees and hedgerows lose their foliage, wintering bird numbers increase, and mammal field signs may become easier to see. These months are well suited to early constraints assessment for projects expected to enter planning or construction in the following year.
They are also important for checking whether existing ecological information is still current. Survey data do not remain valid indefinitely. Habitats change, buildings deteriorate, trees develop new cavities, scrub grows, water conditions alter, and mobile species occupy new areas. CIEEM advises that there is no single validity period for all ecological reports. Data less than 12 months old are likely to be valid in most cases, but their validity becomes increasingly dependent on site changes, species mobility, project changes, and the purpose for which the information is used. Some authorities or species guidance impose more specific expectations. NIEA specifications for several survey types state that surveys should be submitted within one year.
This is a good time to align ecology with the construction programme. If demolition, vegetation removal, drainage, piling, lighting installation, or works near a watercourse are planned for the next year, the project ecologist can review consent conditions, method statements, licence requirements, and pre-construction checks. A pre-construction check is not a substitute for the baseline surveys needed at the planning stage, but it can confirm that conditions have not changed and that mitigation remains appropriate.
Winter is also the time to book the next field season. Experienced surveyors, specialist equipment, and suitable nights are finite resources. Reserving survey effort early gives the team more flexibility when weather causes cancellations.
Indicative survey windows for project planning
The following overview is a planning aid, not a universal specification. A competent ecologist should confirm the scope for each site.

Windows are indicative. Weather, survey method, species, licensing and authority requirements may alter timing.
The table should be treated as a starting point. Survey specifications change, and authorities may request site-specific work. In Northern Ireland, NIEA expressly advises applicants to use the latest specification and reserves the right to request additional information. In both jurisdictions, professional judgement and a clear record of limitations are central to a defensible assessment.
What happens if the optimum window has been missed?
Missing a window does not always mean halting the project for a year. It does mean that the options should be reviewed honestly.
The first step is to complete the work that remains valid. A desk study, preliminary appraisal, building inspection, tree assessment, badger survey or otter survey may still identify the main constraints. The ecologist can then determine whether the outstanding question is material to design or planning.
The second step is to consider avoidance. If the project can retain the habitat or feature that creates uncertainty, an authority may not need the same level of evidence for an impact that will no longer occur. Avoidance must be real, deliverable and reflected in the layout, construction method and future management.
The third step is to programme the earliest defensible survey. That may mean waiting several weeks for suitable weather or until the next biological season. Starting a survey at the very end of a window can be as problematic as starting outside it, particularly when repeat visits and spacing are required.
Desk records, previous reports, remote sensing and habitat suitability can support professional judgement, but they do not automatically replace current field evidence. Any alternative approach must answer the actual ecological question with sufficient confidence. Limitations must be explicit so that the client and decision-maker understand the residual risk.
Trying to hide or minimise a seasonal limitation tends to create greater commercial risk later. A planning authority may request further information, a consent condition may be difficult to discharge, a licence application may fail, or a protected feature may be discovered during construction. Early, clear advice gives the project team choices.
Ecology at concept, planning and construction stages
The ideal survey programme is integrated into the whole project rather than commissioned as a standalone report.
At the land acquisition or feasibility stage, a high-level constraints review can identify designated sites, water connections, habitats, and features that are likely to require seasonal work. It can inform the purchase decision, the option agreement, the programme, and the survey budget.
At the concept design stage, the ecologist can help the architect and engineer avoid the most sensitive features. This is often the point of greatest design flexibility and lowest cost. Site access, drainage, lighting, landscape retention and construction compounds can be considered before they become fixed.
At the planning stage, surveys must provide sufficient information to describe the baseline, assess likely effects and set out avoidance, mitigation, compensation and enhancement. Where European sites could be affected, information may also be needed to support screening for appropriate assessment or a Natura impact statement in the Republic of Ireland, or a habitats regulations assessment in Northern Ireland. Large infrastructure, wind, solar, quarry, road and water projects may have broader zones of influence and longer survey programmes than small, contained developments.
At the detailed design and pre-construction stages, consent requirements are translated into drawings, specifications, method statements and licence applications. Timing constraints may affect demolition, felling, vegetation clearance, watercourse works, or the installation of mitigation measures. Toolbox talks, ecological supervision and pre-commencement checks may be needed.
During construction, the ecological controls must remain practical. Exclusion zones need to be visible. Pollution prevention and lighting controls need to match the actual works. Unexpected discoveries need a clear stop-work and escalation procedure. Seasonal constraints can change as the programme slips, so the contractor and ecologist should review them rather than relying on an old calendar in the construction environmental management plan.
After construction, some projects require habitat establishment, monitoring or remedial action. Monitoring itself may also be seasonal. A wildflower area cannot be fairly assessed before it has had an appropriate establishment period, and a bat box cannot be assessed for use when bats are inactive.
The legal context in the Republic of Ireland and Northern Ireland
Seasonal survey advice is rooted in the need to comply with wildlife and habitat legislation and to provide decision-makers with reliable information.
In the Republic of Ireland, the principal framework comprises the Wildlife Act 1976 and its amendments, together with the European Communities (Birds and Natural Habitats) Regulations 2011, as amended. These measures protect wild birds and listed species, and for strictly protected species such as bats and otter, breeding sites and resting places. Works that would otherwise breach strict protection may require a derogation licence, and the licensing authority must be provided with adequate information. Section 40 of the Wildlife Act contains the general vegetation restriction from 1 March to 31 August, subject to the wording and exceptions in the legislation.
In Northern Ireland, the Wildlife (Northern Ireland) Order 1985, as amended, protects wild birds and specified animals, plants and places of shelter. The Conservation (Natural Habitats, etc.) The Regulations (Northern Ireland) 1995, as amended, provide strict protection for European protected species, including bats and otters. NIEA publishes development survey specifications and wildlife licensing guidance, and its latest requirements should be checked when the scope is prepared.
The two jurisdictions share many ecological principles but differ in legislation, licensing, planning terminology and survey specifications. A method used for a project in one jurisdiction should not be automatically copied to the other. Cross-border experience is valuable precisely because the project team must understand both the shared ecology and the different administrative requirements.

How early engagement protects the programme
The most effective way to manage seasonal constraints is to commission ecological scoping as soon as a site and an outline proposal exist. The initial instruction need not cover every possible survey. It should be proportionate and designed to answer three questions:
What ecological features could be affected?
Which effects can be avoided through design?
What evidence is needed, and when can it be collected reliably?
From those answers, the ecologist can prepare a survey schedule linked to design freeze, planning submission, procurement and construction. The schedule should include access arrangements, repeat-visit spacing, weather contingency, equipment deployment, laboratory turnaround where relevant, reporting time, consultation and possible licensing.
For a straightforward site, this may confirm that a single well-timed appraisal and limited targeted work are sufficient. For a complex renewable-energy, infrastructure, forestry, estate, or development project, it may establish a programme across the breeding, active, and winter seasons. Both outcomes are valuable because they replace uncertainty with a reasoned scope.
Early information can also create ecological and commercial opportunities. Existing trees, hedgerows, wetlands and watercourses can be integrated into green infrastructure. Buffers can serve drainage, landscape and biodiversity functions. Lighting can be designed around dark corridors. Habitat enhancement can be located where it is deliverable and maintainable. These decisions are easier and less expensive before the layout is fixed.

Plan the right survey at the right time
Ecological seasonality is predictable, but not completely rigid. Every year brings different weather, and every site presents a different combination of habitats, species and project effects.
